In a saucepan, combine the sweetened condensed milk, whole milk, and egg yolks
Cook over medium heat, stirring constantly, until thickened

In the same saucepan, melt the chocolate with 1/2 cup of water
Remove from heat and let cool slightly

Dip the biscuits in this chocolate mixture and arrange them on top of the whipped cream in a chilled dish
Top with more chocolate

Beat the egg whites until frothy and fold in the heavy cream
Spoon over the biscuits

Chill before serving, and just before serving, sprinkle with semi-sweet or milk chocolate shavings.
