Place the ground beef in a bowl
Add the chopped onion, salt, pepper to taste, and mix well
Form small meatballs
Put the yogurt in a pot
Add the rice, egg, flour, salt, and pepper, and beat until smooth
Add the water and mix well
Cook over low heat, stirring constantly, for 20 minutes or until thickened
Add the meatballs and let cook for 10 minutes
Add the remaining ingredients and cook over low heat for 15 minutes
